Drilling rock below high water line?

I corresponded one more time with Mary Plumb (she is the Public Affairs Officer for the GCNRA). Here is a copy and paste of her email to me:

Thanks for contacting us requesting more information about the legality of using a hammer drill to make holes in sandstone for anchors for houseboats in Glen Canyon. The short answer is drilling holes in rocks and sandstone inside any unit of the National Park Service is illegal... but for folks that want to know more, the website references the specific laws, reasons, and alternatives associated with this type of prohibited houseboat anchoring.

It's the Twilight Breeze. They were staked out again in Wetherill a couple of weeks ago.
 
Now that NPS has an official statement in writing stating they will be enforcing the law I will think twice about drilling , I would never leave a stake behind thats just stupid . I tied to large boulders before so that's what ill be doing from now on . I do hope the law is enforced , I have also had rangers come into my camp when I was drilled in and they never said a word about it and my pins were in plain sight . Thanks .

We have had them in camp as well and never said a thing.

Right or wrong, just saying......one thing some don't realize with pinning, most people are not using rebar anymore, those are idiots that do.. Rebar will rust and get stuck and can't be reused. Most people pinning now are using stainless pins, that are not cheap and people take them with them. Also, anchoring to boulders is mostly a Northern lake option, in the south not a lot of boulders to tie to.

The problem needs to be looked at why it is a problem, fact is there are too many houseboats on the lake anymore, fewer beaches to anchor in. And if there are beaches, in half the cases you have a neighbor within 50 yards anymore. Most of use would rather have a cove to our self, but not really an option anymore, thus the reason pinning has become so popular.

One other issue for the pinning is the size of the houseboats, fact is pinning holds the houseboat better than anchors. The days of throwing an anchor over a ledge and piling rocks on top don't hold a 65' HB.
