I've never been asked for registration when buying the boat sticker and have even bought them at times when we did not have the boat with us, my husband likes them perfectly aligned when applied
Having previously stored our boat at a place which had rentals, I can see why they charge so much. Many who rent boats and jet skiis have no idea about the risks of Lake Powell. Once we saw them catch a guy who filled a hole in the jet ski with some sort of bondo and spray painted it!
I'm not up on the current costs of houseboats, but you could also try a short term vacation rental house and day trips, or depending on the size and ages of your group, shore camping. We shore camp with our family, haven't done a house boat in years, but that really depends on your group.
