Ryan meant the ramp over near the covered slips, the ferry load area, the park service has relocated their docks you can see them in the photos of that ramp. Thats called the Executive Services Ramp.

Yes, there is one dock at Executives Services Ramp..I said so in the original post with a picture...maybe I'm misunderstanding. Anyway it looks ok for launching during the winter at Bullfrog, just use the other smaller ramp.
