Ah hah. So a hundred year old contract makes perfect sense now and CA keeps senior rights. AZ’s population was about 340,000 back then so junior rights kinda made sense, not so much with 7 million in AZ. Seemed like a pretty factual video. Just didn’t address multi-state solutions.
It involves trading Colorado River water with Mexico and or California. Arizona would invest in desalinization plants along the coast so they didn’t have to send Colorado River water downstream.
