There will always be a southern lake ramp. I presume you are reading Lake Powell Water Database. That minimum safe elevation probably reflects the current safe level with the current plate extensions to make the ramp safely usable. NPS intends to extend the ramp farther with concrete and plates to lower water levels.

Well, that's only 8 more ft of drop, right? And we are dropping ~1 ft/ wk. And the drop will increase as the surface area decreases. So, even w/ increase flow from the Flaming Gorge, and some decrease in releases, the lake will continue to drop. Suspect the controlling powers will be putting out boiler plates and pouring concrete to below 3510 this winter and next spring. Suspect we'll be in the 3500' range come spring. Already planning an early spring trip to see the lake at its new low, before the spring runoff. If this super El Nino pans out, may not be this low again in my lifetime.
