Pretty sure that it is just the local dirt / rock. The story that I heard was that it was built in 2005 around the lowest water level, they poured the ramp down to 3,570', and were planning to remove the cofferdam, but the water level came up really fast before they could remove it. The cofferdam got exposed again in 2019 and they did some work to smooth out the remains and cut a small channel through it, but the lake bottom was a bit too soft for the heavy equipment. It might be only a foot or two higher than the end of the concrete on the ramp, but drops off a couple of feet on the lake side.
