I learned more about bass from underwater scuba fishing with an ice rod than any other method. It doesn’t work for moving baits, but any type of finesse fishing taught me a ton.
This is something I’m very intrigued with. I’ve only seen or heard of it a few times. I know some people do it at Sand Hollow during the spawn. Anytime you can see bass, bluegill, or crappie while on scuba, it can be done successfully. I use a cheap heavy 30” ice rod and a cheap reel. Any finesse jigging bait will work, but I typically use a Ned. The key is to keep your distance from the bottom, but enough to be able to see suspended bass (about 10’ is good, but more is better if the viz allows it). Once the bass are located, I drop my jig just like on the surface. The only difference is everything is in plain view. Work the jig and watch how the fish respond. If the fish don’t respond because of their mood (yes, i believe fish are moody like a teenager going through puberty), change the approach.
