Slick Rock "fence"

I've been in slick rock many of times and was camped there for a solid week recently. however i have never noticed the fence before. i know what is above it and hiked to see. The approach i took was to the west of the fence so was not close enough to it to read, but noticed a gate with a sign on my descent. didn't take the time to hike over and read it as it was getting late in the evening and wanted to get back to the HB before dark.

Curious of it's purpose? keeping people out of the above or keeping people off the scree field that might harm them?

I think it's to keep people out of the ruins that are up there.
