Required water output?

I was looking at the water database and noticed that they have let out 105% of required water but they are only 97% of the way thru the water year.

How do they decide when to let more out more than required?

Our water year ends next week. Lake Mead the end of December. As for the amount released that is determined on the balancing formula. This year they are balancing with a release of 9.0 not 8.23. We are under the 9.0, but likely will reach it next week.
