Yes, you are correct. My mistake.
In another video, there was talk that the engineers were concerned about the dam. I don't know how true that was so I should have verified the claims.
My bad.

Definitely they were concerned for the dam itself…had the spillways sustained much more damage (chunks of concrete and boulders ”the size of cars”) the subsequent erosion could‘ve eventually led to dam failure.

No one is longing for that craziness again, however I keep wondering if Mother Nature has one more big surprise for us? Hoping to someday (soon) stand on that Wahweap sidewalk mark and be a few paces from water’s edge.

I did the tour in the summer of 1986. They were inspecting backpacks at that time, and required you to be on a guided tour. I think that they were still doing tours until Covid-19 closed up the Visitor Center at the dam. In the mid eighties there was just a line of buoys about 1/4 mile from the dam, and in the early days people talked about boating right up to the wall of the dam.

We have been since 87 and now every other year but mid to late 90s there were no bouys to stopp you from going all the way to the dam.We took boat right up to it and another time we rode our stand up jet skis right along it was a cool thing but eery feeling along it too.

My recollection is that uncontrolled flows over the spillway might have flooded the turbine deck near the base of the dam. I bet engineers were concerned about the first full pool and the dam's structural integrity, but not enough to not add another 8 feet of water behind the emergency plywood.
