New ORV Policies in GCNRA

Does anyone know where the Park Service is at instituting the ORV expansions that open Lone Rock, and several other shorelines to ORV(Off Road Vehicles)? They were going to do an ORV permit system. I assume the success of the new Hite facilities will be predicated on the existence of this permit system and it being active. They released the plan last fall for implementation in 2019, but that's the last I've heard.

Surely the shutdown hampered development of the permit process...something that is a long, tedious process anyway given it’s managed by the government.

Side note...I thought Lone Rock was already a designated OHV area? We used to ride motorcycles and ATVs there years ago, did that go away in the recent past?
