Based on different walleye weight calculators, a walleye that is 31 1/8 inches and has a girth of 17 5/8 inches will weigh around 12-13 pounds...it is also possible that the scale didn't accurately reflect the fish's weight by underestimating it.
I have been guilty of second-guessing the weights of fish on many occasions on different fishing forums, but based on those measurements, I have to believe the given weight.
