From the Utah 2023 fishing guidebook

"Lake Powell If you have a valid Utah or Arizona fishing or combination license—whether you are a resident or nonresident—you may fish both the Utah and Arizona portions of the lake, as long as you follow the angling regulations that apply to the state where you are fishing. It is your responsibility to know and follow each state’s laws and rules for Lake Powell. Reminder: Even if you are licensed in both states, you may only take one daily limit each day."


Also, children under 12 do not need a license in Utah.
 
Dungee -- not sure why it won't show the standard fishing license. I guess the best thing would be to just call one of the DWR offices and ask them. There is no requirement to be of a certain age to buy a fishing license, only a minimum age requirement.

@fokizzle -- he's aware of the UT requirement, but the AZ requirements are for 10 years of age. So the gray area is what happens to UT residents that are 10 / 11 years old without a UT license?

@Chovyboy -- is it a shame to charge for anyone under 18? Do you know how much money the DWR receives from the Feds from matching grants on license sales? It's significant and beneficial. While I can understand the sentiment of your comment, I don't agree with it because of the benefits to wildlife those matching monies provide.

In 1974, @ 19, I was with my boss driving down to Ensenada. Before we crossed into Mexico he stopped at a gas station in Chula Vista and changed a twenty into singles. I asked why...he smiled and said you'll see. Sure enough, just before Ensenada we were pulled over by a fat cop with no car who waived us over and said we were speeding.

My boss gave him $3 to pass.....or go to jail!

Here's another fun part of that story, if anyone cares: After Tom gave him the $3, the fat cop gave him two dog eared 'tickets' to a concert. My boss said: no officer, please take your children to the concert. The cop smiled and waved us through. I was 'gobsmacked' and said to Tom, those tickets were really dirty and old. He said listen and learn: he's given those tickets to 100+ people....so he can tell himself he doesn't take 'bribes', remember he's Catholic.

Some stories stick in your mind forever.

Oh, and in 1988, they had no coin changer, that's why it was $60 even....they didn't wanna look like the 'Good Humor' guy.

Back to thread: Experience says: get the $5 license, so you can say (like in the old war movies)

I had a similar situation in Tijuana where we were pulled over for going the wrong way on a one way street. We negotiated the fine down to $20.00, and the cop waved us on the same wrong way we were going.
 
Any license agent can sell you a license for Dixon, we are a license agent and I don‘t have an answer. My interpretation is, if you are fishing Az he needs a license, if you are in Utah he does not but a $5 license would meet the regulations for both states. Go into the office on the North end of Springville and ask them, Amanda should know the answer and tell her I told you that if she doesn’t! 😂 Then please let us all know what the correct answer is because it is confusing in the guide book!
 
It's my understanding that Arizona recognize Utah regs for its residents and Utah recognize Arizona regs for its residents. That being said who knows how an officer on the lake will interpret it. A resident license is definitely cheap insurance.
 
Part of me says for $5, just buy it.

A larger part of me says I (and a lot of folks) already pay a TON in fees/taxes, and why would I pay any more than I have to.

None of me is surprised that there isn't clarity on the issue.

All of me would like to see some photos of Nixon out fishing the rest of the boat.
 
The reg reads that if fishing Utah waters follow Utah regs, if fishing Az waters follow those regs. So if that’s the case a 10 year old in Az water needs a license, therein lies the question I have not been able to find an answer for. Utah resident fishing in Az, leaves it open to the law enforcement to decide in my opinion. I’m not sure UDWR can answer for Arizona law enforcement, I would spend the $5. Ask the girls in the Springville office and I would get something in writing from them too If you don’t buy a license. One more opinion.😁 Oh yea, I agree with Ryan!
 
The $5 license in UT is for 12-13 year-olds. Technically, the $0 license is for "walk-in access" only, so an over-zealous officer who just might be under pressure from higher-ups to get his ticket quota for the month (I know, I know, they don't do that... 🤫) might write you up because he is fishing from a boat.
Perhaps a reasonable thing for UT to do is to not require a license under 12, but change their license designation from "12-13 yo" to "under 14 yo".
Along with others here, I would suggest buying the 12-13 license. I'm sure UT will take your money, even though your son is only 10.

The wife and I were in Costa Rica and there was a "cop" standing in the middle of a hwy. He stops me and motions me over to the road side, I play dumb (I'm really good) and say No Comprende a few times. I was not about to pull off the hwy and go behind the bldgs as he was motioning me to. A line of cars were now behind us and he got frustrated and waved us through.

Thankfully we are still able to laugh about it.
