I called Halls Crossing Marina today, talked to a very helpful lady, and received the following info.
Hall's Crossing Marina is winterized so there is no lodging available, the RV park is winterized and has no power, the fish cleaning station is out of service. and the ferry is not working to shuttle vehicles across the lake to Bullfrog Marina. The marina store, campground, and launch ramp are open, but that's about it. The facilities at Hall's Crossing Marina are expected to re-open around March 1st and it would be best to call the marina closer to that time to confirm.
I also asked if Moki Dugway was passable to get to Hall's Crossing. It is iffy and depends on the weather conditions.
So if you are coming to Lake Powell from the south to fish the upper lake, such as from AZ, plan to boondock your RV without hookups or pitch a tent in the campground ($25.00/night) at Halls Crossing. Temps are currently in the low 20's for boat camping. The alternative is to drive around to Bullfrog Marina which has lodging and RV hookups.

That was right off the exec dock. Most was on the north end of north field. Found them there a lot in the fall right where they were. But they were fat boys, very few hungry ones
