That’s hard to imagine, two Houseboat’s at the same spot? But it’s also hard to imagine that one Houseboat somehow got separated top from bottom?
I saw this Thursday Morning at about 7 AM. I assumed it had been there a while but I don't know.

I was driving by in the houseboat solo with a lot of wave action so didn’t get a good look.
Agreed a closer look at the photo looks like the houseboat upper is still attached to the lower cabin. But the hull is definitely upside down. Not quite sure what the heck…?

Looks like two separate houseboats?? I haven't seen anything about this on the facebook Powell pages.

One report said it was a houseboat and a barge.

One of the owners of the houseboat said they were taking on water about 3 hours into their up-lake trip. There was a barge keeping the back end of the houseboat up. The sinking houseboat slid further down the shelf in the night, flipping the barge over. Oy. That is going to be a doozy of a rescue.
