Why don’t they just net all the fish, throw the game fish back and keep the carp?
Likewise in lakes where they’re trying to remove chubs just net them in the stream when they're spawning. I never understood why that technique isn't used?

Because it isn't effective enough. If you miss 2 fish, your efforts are wasted.
Electrofishing isn't effective to eliminate fish either (in most cases). I'm sure that the video posted isn't truly a "removal" effort using electrofishing. This is used for sampling. Utah uses electrofishing frequently for certain sampling and other collection efforts. It would not work in an attempt to eliminate a fish population.
