Groundwater extraction effecting runoff

I still believe there are significant effects from deep water wells that cause less runoff into rivers & lakes than acknowledged or addressed by the "experts." Most attribute reduced runoff to a warmer climate and dry surface soil, but if the ground is dried out, way down deep, it's going to suck up more water. See the following.


If the water problems are going to be addressed, it needs to look "deeper" than the surface accumulation.
 
I'm no hydrologist, but drying out soil causing storm water to be absorbed rather than run into rivers sounds pretty sound and intuitive to me.

My bigger takeaway from the article though, is the fact that folks are pumping water with impunity without stopping to consider what happens to them and to everybody else when they run their source dry.
