As Lake Bum stated, it's almost laughable that they would come up with this conclusion while investigating themselves! Judge, jury, executioner, except they spared themselves the execution.

I'd bet my boat the conclusion would not have been the same for a private entity. And I really like my boat and don't want to lose it!
 
A letter written by Dave Taylor, a retired geologist from Farmington, New Mexico, was published in The Silverton Standard , one week before EPA intentionally dumped millions of gallons of toxic waste into the river. The letter detailed how EPA officials would foul up the Animas River on purpose in order to secure superfund money and power.
