The low hanging fruit of reduced municipal water use through more efficient landscaping, home use etc that is underway and will continue - while appreciated, will have minimal impact on the demand for water. The key is reduced and more efficient use of agricultural water usage - ie a shift away from high water consumption crops like alfalfa, almonds, pomegranates and pistachios - all of which utilize over 4.25 acre feet of water per acre farmed.
