With water receding as fast as it is, I doubt it's possible. My folks went down Blue Notch a few years ago at these levels, and said it was basically a mud flat with no rock visible.
I would not recommend trying to launch there. We camped there September 17-20. We drove trucks down the hill half way to the water but no one tried to launch on the muddy shoreline. Now its a few feet lower and lots of sediment is now out of the water. Carrying a small boat or canoe down the slope would be a good bet but trailering a regular boat would be very risky.
I was just boat camped there friday night, saw one truck near the water with boats but no trailer so I don't think they launched there. Looked real rough to me. The bank was firm where I was though. Hopefully they read WW and will chime in.
